Speciali\u0219tii avertizeaz\u0103 c\u0103 un cutremur major ar putea produce pagube serioase \u00een special \u00een centrul Capitalei.<\/p>\n<h2 id=\"chapter-0\">C\u00e2te cl\u0103diri cu risc seismic sunt \u00een Bucure\u0219ti \u00een 2026<\/h2>\n<p id=\"p-1\"><a href=\"https:\/\/amccrs-pmb.ro\/lista-imobile-2\/\" target=\"_blank\" rel=\"noopener\">Potrivit datelor centralizate<\/a> de Administra\u021bia Municipal\u0103 pentru Consolidarea Cl\u0103dirilor cu Risc Seismic (AMCCRS), \u00een Bucure\u0219ti exist\u0103:<\/p>\n<ul>\n<li>aproximativ 349 de cl\u0103diri \u00een clasa I de risc seismic (RS1) \u2013 cu risc ridicat de pr\u0103bu\u0219ire la un cutremur major<\/li>\n<li>aproximativ 366 de cl\u0103diri \u00een clasa II de risc seismic (RS2) \u2013 pot suferi degrad\u0103ri structurale grave<\/li>\n<li>circa 113 cl\u0103diri \u00een clasa III (RS3) \u2013 degrad\u0103ri moderate<\/li>\n<li>9 cl\u0103diri \u00een clasa IV (RS4) \u2013 risc redus<\/li>\n<\/ul>\n<p id=\"p-2\">\u00cen plus, aproximativ 95 de cl\u0103diri au fost consolidate p\u00e2n\u0103 \u00een prezent, unele doar par\u021bial. Pe l\u00e2ng\u0103 acestea, peste 1.500 de imobile sunt \u00eencadrate \u00een categorii de urgen\u021b\u0103 (U1, U2, U3) conform unor normative mai vechi, dar f\u0103r\u0103 \u00eencadrare actual\u0103 \u00eentr-o clas\u0103 de risc seismic.<\/p>\n<h2 id=\"chapter-1\">\u201eBulina ro\u0219ie\u201d \u0219i ce trebuie s\u0103 \u0219tim<\/h2>\n<p id=\"p-3\">Cl\u0103dirile marcate cu celebrul simbol \u201ebulina ro\u0219ie\u201d sunt cele \u00eencadrate \u00een clasa I de risc seismic (RS1). Acestea sunt considerate construc\u021bii care se pot pr\u0103bu\u0219i la un cutremur puternic similar celui din 1977.<\/p>\n<p id=\"p-4\">Legea interzice \u00een aceste cl\u0103diri func\u021bionarea cinematografelor sau teatrelor. De asemenea nu pot deservi restaurante sau cluburi la parter. Alte activit\u0103\u021bi publice cu aglomer\u0103ri mari de persoane sunt strict interzise \u00een aceste spa\u021bii.<\/p>\n<h2 id=\"chapter-2\">Zonele din Bucure\u0219ti cu cele mai multe cl\u0103diri vulnerabile<\/h2>\n<p id=\"p-5\">Majoritatea cl\u0103dirilor cu risc seismic ridicat se afl\u0103 \u00een zonele centrale \u0219i istorice ale Capitalei, construite \u00een perioada interbelic\u0103 sau \u00eenainte de introducerea normelor antiseismice moderne.<\/p>\n<p id=\"p-6\">Cele mai afectate zone:<\/p>\n<ul>\n<li>Centrul vechi \u0219i zona Universitate<\/li>\n<li>strada Academiei<\/li>\n<li>strada B\u0103r\u0103\u021biei<\/li>\n<li>strada Lipscani<\/li>\n<li>zona Pia\u021ba Sf\u00e2ntu Gheorghe<\/li>\n<li>Magheru \u2013 Roman\u0103 \u2013 Lasc\u0103r Catargiu<\/li>\n<li>bulevardul Magheru<\/li>\n<li>Pia\u021ba Roman\u0103<\/li>\n<li>bulevardul Lasc\u0103r Catargiu<\/li>\n<li>Calea Victoriei \u0219i \u00eemprejurimi<\/li>\n<li>Mo\u0219ilor \u2013 Colentina<\/li>\n<li>Grivi\u021ba \u2013 Gara de Nord<\/li>\n<\/ul>\n<p id=\"p-7\">\u00cen aceste zone se afl\u0103 numeroase imobile construite \u00eenainte de 1940, multe dintre ele afectate deja de cutremurele din 1940 \u0219i 1977.<\/p>\n<h2 id=\"chapter-3\">Exemple de cl\u0103diri incluse \u00een programe recente de consolidare<\/h2>\n<p id=\"p-8\">\u00cen ultimii ani, mai multe cl\u0103diri au intrat \u00een programe de consolidare finan\u021bate de stat sau din fonduri europene. Printre ele se num\u0103r\u0103 imobile din:<\/p>\n<ul>\n<li>Calea Grivi\u021bei nr. 39<\/li>\n<li>Pia\u021ba Roman\u0103 nr. 1<\/li>\n<li>Strada Tunari nr. 6<\/li>\n<li>Strada Sf\u00e2nta Vineri nr. 5<\/li>\n<li>Bulevardul Lasc\u0103r Catargiu nr. 11A<\/li>\n<li>Strada Mihai Eminescu nr. 127<\/li>\n<\/ul>\n<p id=\"p-9\">Acestea fac parte din programele de consolidare finan\u021bate prin buget na\u021bional sau fonduri europene.<\/p>\n<h2 id=\"chapter-4\">De ce este Bucure\u0219tiul at\u00e2t de vulnerabil<\/h2>\n<p id=\"p-10\">Capitala Rom\u00e2niei este considerat\u0103 unul dintre cele mai expuse ora\u0219e europene la cutremure majore. Principalele motive sunt fondul construit foarte vechi, \u00een special cl\u0103diri interbelice \u0219i blocurile comuniste ridicate \u00eenainte de normele antiseismice moderne. La acestea se adaug\u0103 un num\u0103r mare de modific\u0103ri structurale ilegale \u00een apartamente. Exist\u0103 \u0219i mii de cl\u0103diri care \u00eenc\u0103 nu au fost expertizate iar \u00eent\u00e2rzierile majore \u00een programele de consolidare nu fac dec\u00e2t s\u0103 creasc\u0103 aceasta vulnerabilitate, pe zi ce trece.<\/p>\n<p id=\"p-11\">Speciali\u0219tii avertizeaz\u0103 c\u0103 multe imobile construite \u00eentre 1963 \u0219i 1977 ar putea avea vulnerabilit\u0103\u021bi serioase dac\u0103 nu au fost verificate.<\/p>\n<h2 id=\"chapter-5\">Cum po\u021bi verifica dac\u0103 un bloc are risc seismic<\/h2>\n<p id=\"p-12\">Exist\u0103 c\u00e2teva metode simple:<\/p>\n<ul>\n<li>Lista oficial\u0103 AMCCRS \u2013 publicat\u0103 de Prim\u0103ria Capitalei<\/li>\n<li>h\u0103r\u021bi online ale blocurilor cu anul construc\u021biei \u0219i clasa de risc seismic<\/li>\n<li>raportul de expertiz\u0103 tehnic\u0103 al imobilului<\/li>\n<\/ul>\n<p id=\"p-13\">\u00cen cazul achizi\u021biei unui apartament, verificarea clasei de risc seismic este esen\u021bial\u0103, deoarece b\u0103ncile nu acord\u0103 credite ipotecare pentru cl\u0103diri RS1 sau RS2.<\/p>\n<h2 id=\"chapter-6\">Ce s-a schimbat dup\u0103 cutremurul din 1977<\/h2>\n<p id=\"p-14\"><a href=\"https:\/\/www.mediafax.ro\/social\/cutremurul-din-1977-la-aproape-50-de-ani-noaptea-care-a-schimbat-definitiv-romania-23696544\" target=\"_blank\" rel=\"noopener\">Cutremurul din 4 martie 1977 a avut magnitudinea de 7,4 \u0219i a provocat peste 1.500 de victime, majoritatea \u00een Bucure\u0219ti<\/a>. Dup\u0103 acel moment au fost introduse norme antiseismice noi \u00een construc\u021bii \u0219i programe de expertizare a cl\u0103dirilor vechi. S-a creat \u0219i legisla\u021bia privind consolidarea imobilelor vulnerabile. Cu toate acestea, ritmul consolid\u0103rilor a fost \u0219i r\u0103m\u00e2ne foarte lent.<\/p>\n<p id=\"p-15\">La aproape o jum\u0103tate de secol de la cutremurul din 1977, exper\u021bii avertizeaz\u0103 de ani de zile c\u0103 Bucure\u0219tiul este capitala european\u0103 cu cel mai mare risc seismic. Cu sute de cl\u0103diri vulnerabile \u0219i mii de imobile \u00eenc\u0103 neexpertizate, ora\u0219ul r\u0103m\u00e2ne expus unui scenariu periculos \u00een cazul unui cutremur major.
